National Police Prepares Cluster Security at 10th World Water Forum


The Indonesian National Police (Polri) is preparing a cluster system security pattern during the organization of the 10th World Water Forum on 18—25 May 2024 in Nusa Dua, Bali. It aims to facilitate security officers in  checking and controlling the security and public order. These clusters include all activity points and accommodations of state guests and delegates who attend.

"In this operation, we established five clusters, including Sanur, Kuta, Jimbaran, South Nusa Dua, and the North Nusa Dua clusters," said the Head of the Polri's Operations Development Bureau or the Operation Staff of the National Police Chief,  Brigadier General Pol. Auliansyah Lubis, in a press conference on Security Preparations Ahead of the 10th World Water Forum, Monday (13 May).

Each cluster will be led directly by a Polri high-ranking officer. In the Sanur Cluster, the National Police will deploy 858 personnel spread across Melu Sanur, Tahura Mangrove, Niti Mandala Renon. The personnel will also carry out patrols during the operation.

During activities in Bali, they will also synergize with the military and other stakeholders. "We will established a layered security arrangement for the smooth organization of the event," emphasized Auliansyah.

In general, all security efforts conducted by Polri are included in Operation Puri Agung 2024. This operation will be carried out for ten days from 17--26 May 2024.

"We will start one day before the event and end one day after the event," said Auliansyah.

In the 2024 Puri Agung Operation, the Head of Operations (Kaops) of the Task Force is led directly by the Polri's Head of Security Maintenance Agency, Komjen Pol Fadil Imran. The Deputy Head of Operations is the Bali Police Chief.

Several task forces were formed during this operation, including the pre-emptive task force, preventive task force, walrolakir (escort, route, patrol, and parking) task force, non-profit task force, action task force, anti-terror task force, public relations task force, and operations support task force.

"We also created regional task forces at the borders or entrances from outside Bali Island, namely in East Java and West Nusa Tenggara," he said.

This task force checks or filters anyone who will enter Bali during the 10th World Water Forum activity period.

Locations at the border will also be equipped with facial analysis monitoring cameras. Currently, the National Police also has a database regarding perpetrators of criminal acts of terrorism and perpetrators of other criminal acts.

"Later, if someone matches our database, that will be our concern," he stressed.

 

12 Bit Traffic Flow Control Routes and 91 Standby Command Centers

In addition, tight security will also be carried out at the accommodations of the head of state and delegates of the 10th World Water Forum.

"A total of eleven hotels are used as accommodation for delegates. Whether they are delegations at presidential or head of state level or VIP level or other delegations," he said.

The National Police has also prepared twelve routes for VVIP and VIP delegations to control traffic flow.

"We created this bit to make it easier to check personnel and back up the travel routes of delegates, both from hotel accommodation to the event venue or from the hotel to the field trip location later," he explained.

He gave an example that bit 1 will comprise 367 personnel spread from Simpang Radar to Hotel Patra Bali.

In this case, the personnel will coordinate with each other to provide escorts to smooth the traffic flow of delegates.

"Specifically for securing the route, 1,950 personnel will be deployed. So 1,950 personnel will be deployed in twelve units," he said.

The National Police also provides 91 ITDC Command Centers in Nusa Dua, Bali, with various existing equipment, technology, and systems. These include CCTV monitors on the road, BMKG weather information, tide applications, wind speed monitors, and flight radar and marine-traffic equipment.

"At the command center, you can immediately see the current situation updates," he said, adding that the personnel would be provided with body warmers.

The World Water Forum is an international meeting hosted by the World Water Council (WWC) involving stakeholders in the water resources sector, comprising the government, parliament, political leaders, multilateral institutions, politicians, academics, civil society, business actors, etc.

The 10th meeting in Bali will have the theme "Water for Shared Prosperity," and around 35 thousand delegates from 193 countries will be present.

The Forum will discuss six main sub-themes: water security and prosperity; water for humans and nature; disaster risk reduction and management; governance, cooperation, and hydro-diplomacy; sustainable water financing; and knowledge and innovation.
